The problem is most likely internal to the PowerPod. You will need to open the PowerPod.

1 How to open the PowerPod

2 Check that the shaft is free to rotate up, until lug 42 is stopped by screw 33.

3 Check for bent cam-follower pin

4 Check shaft latch spring to make sure it will latch locked when shaft is rotated past the latch.
